There are other factors involved including ambient temperature and elevation and so on but I am confident that by adding transmission cooler # D13105 to your 1999 Ford F-250 you could see a drop of 10 to 20 degrees in the transmission fluid temperature. I checked out the owner's manual for a 2013 Ford Escape and looked at the section about flat-towing, (recreational towing) in the manual.
Per the manual it states that it is not to be flat-towed or it would run the risk of damaging the transmission. This applies to both the 2-wheel drive and 4-wheel drive Escapes.
